Anti-Ragging Measures adopted for the Academic Session (2017-2018):

01 Incorporation of Anti-Ragging Regulations framed by UGC in Instruction Booklet UPES in its Student Bulletin 2016-17 has incorporated these under section 27 under the title “UGC regulation on curbing the menace of ragging in Higher Educational Institutions, 2009, as adopted by University of Petroleum and Energy Studies”.
02 Online Anti-Ragging Affidavits
  • Affidavits of all the freshers in the prescribed format are being received.
  • Affidavits of parents/ guardian from all the freshers on the prescribed format has been received.
03 Anti-Ragging Committee

Constituted ARC comprising 27 members including District Authorities, Local Media, NGO, Parents, Students, and Faculty/ Staff Members of UPES.

An ARC meet is scheduled on 25th July 2016 on Anti-Ragging Measures adopted by UPES. The meeting was attended by the following representatives/ officials:

1. Dr. Sadanand Date, SSP, Dehradun,

2. Shri Hargiri, SDM, Vikas Nagar.

3. Sri Shankar Singh Bisht, Thana Incharge Prem Nagar.

4. Hostel Owners of 52 Hostels and

5. Panchayat Pramukh & Gram Pradhans

The objective was to underscore and emphasize the requirement of implementing AR measures as per the orders of Hon’ble Supreme Court and guidelines of UGC.

04 Anti-Ragging Squad

Constituted, comprising of 29 Faculty and Staff Members of UPES. The squad was strengthened with the support of special SIS Security Personnel’s (26) deployed to work in dedicated manner for Anti-Ragging measures. This was in addition to the general security on campus.


On Campus ARS Vigilance responsibility was assigned to each member of ARS. They were made the in-charge of their respective areas.

Guidelines SOP for carrying out ARS duties were circulated to all members of ARS.

05 Anti-Ragging Helpline Cards Telephone no. of all the members of Anti-Ragging Committee & Anti Ragging Squad along with an E Mail ID have been printed and distributed amongst the First Year students & posted on notice board in campus and in other private hostels. Students can contact any member of the ARC & ARS or mail their complaint directly to the DSA in case of problem.
06 Bulk SMS Bulk SMS will be sent to all the senior Students and their parents on 20th, 29th July & 1st August 2016, cautioning the students to refrain from indulging in Ragging as it attracts serious penalties and the same was sent to their parents requesting them to advise their wards not to indulge into ragging.
07 Awareness/ Display of Laws and Effects of Ragging

Notices/ Anti Ragging Poster were put up on all notice boards, corridors and the stair cases not only on the campus but also on both on-campus and off-campus (contracted and private) hostels.

This year we have made stickers having different slogans on ragging/ substance abuse and prevention of RTA. These stickers were displayed on all the prominent locations. They were readable from a distance.

08 Inductions & Orientations

a) Freshers were registered a week prior to the senior batches and a 04 day Personality Enhancement Programme was run for them.

b) Each batch of freshers has been divided (on the basis of their stream and course) and a member of the faculty has been assigned as the Course Coordinator.

c) During induction & orientation by DSA team all the freshers have been informed about the measures university has adopted to prevent Ragging both on campus and off-campus.

d) A joint mutual introduction session was carried out amongst freshers and their immediate seniors in presence of respective Course Coordinators and College Proctors. This will cover the formal introduction of freshers with the senior students and vice versa.

e) Fresher’s party for each college was scheduled between the 27th & 28th Aug and 4th & 10th Sept. 2016 where the senior students shall host the freshers and the freshers shall perform before the seniors in presence of faculty.

09 Hostels

a) The security at the On-Campus boys & girls hostel has been augmented and care has been taken that the fresher’s and seniors are housed in separate blocks. Similar instructions have been given to the off campus (private) hostels.

b) A list of privately run hostels (GIRLS & BOYS) where ever UPES students are residing has been prepared, wherein contact details of wardens/ owners have been incorporated. The same was handed over to respective police station.

c) Affidavits from all the Hostel owners (private hostels) were asked for.

d) Meetings of all the off campus (private hostels) will be held on 25th July 2016 and they were made aware of the UGC regulations on Anti-Ragging measures to be adopted. They were asked to abide by the same and ensure implementation of ARM in their respective hostel premises.

e) The hostel owners were given hostel kits which comprised of format on Anti Ragging Affidavit, Hostel owner personal detail card, Anti Ragging Poster (2), Anti Ragging Helpline card(2) and guidelines for all the hostel owners to follow.

f) Surprise checks during the late hours was conducted by the Anti- Ragging Squad as nominated by the DSA to ensure the following;

  • i) AR Compliance check
  • ii) To ensure no ragging takes place
10 Pledge by student participating in sports, adventure and EC activities All the students participating in any sports, adventure or ECA were/are & will be asked to take a pledge that they will refrain from the menace Ragging, Substance Abuse and violation of Road Traffic Regulations.
11 Undertaking from the Service providers, canteen staff and Food Court Staff

Around 150 people working as service providers at different locations of the University we have got 109 undertakings from them and the process is on.

Cautioned the service providers, canteen staff and Food Court people, and sought their support for keeping the campus ragging free.

12 Undertaking from UPES Faculty & Staff All the Faculty & Staff will sign the undertaking that they will unitedly support for the cause of making campus ragging free.
13 Obtaining All Ok report from the hostel owners by exception All the hostel owners will be sensitized that on daily basis either by mail or through SMS they must send an ALL OK report of their respective hostel to the Deputy Proctor. This report will be sent by exception meaning if on any day we do not receive any report it was assumed that all was fine the previous day.
14 Bilingual handouts on awareness on Anti-Ragging and Anti-Drug These handouts were given to all the villagers from Nanda ki Chowki to Bidholi, who have housed students as P.G. /on rent. The purpose was to make them aware of these two evils of the society, as many of them run PG in their home and through them indirectly a message to all the students of UPES. The handout was drafted in two languages English and Hindi.
15 Anti-Ragging Movie Anti Ragging Movie was shown to all the senior students by their respective Course Coordinators along with the presentation on Anti Ragging,prevention of substance abuse and Road traffic accidents to reinforce the message.
16 Goonj of Silence “Nukkad Natak” a social event during UURJA During our Annual Youth Festival UURJA our students perform different acts on social evils. In this they also cover ragging/ substance abuse through mime performance to communicate a message at large to the student community.
