Profile Summary
Mr. Shekhar Choudhary is a scholar of Public Administration and Public Policy with a rich blend of academic expertise and government field experience. Before joining academia, he worked in the Government of Uttar Pradesh as an Executive Magistrate in the Revenue Department, gaining direct exposure to policing, district administration, and grassroots governance.
His research focuses on policing reforms, technology-enabled governance, and particularly public–police perceptions in urban districts. With practical administrative experience and academic insight, he brings a governance-oriented perspective to teaching and research, helping students understand the functioning of public institutions and the complexities of policy implementation.
Work Experience
Before joining UPES, Mr. Shekhar Choudhary served in the Government of Uttar Pradesh as an Executive Magistrate in the Revenue Department, where he worked closely with district administration, law-and-order management, and field-level governance. He has hands-on experience in crisis management, policing coordination, and implementation of government schemes at the grassroots level.
His professional background in public service enables him to offer students valuable practical insights into governance systems and state administration.

Teaching Philosophy
Mr. Shekhar’s teaching philosophy is rooted in the belief that conceptual clarity and analytical thinking form the core of learning in Public Administration. He creates a classroom environment in which students connect administrative theories to real-world governance challenges, policy dilemmas, and field realities.
He believes in a dynamic and collaborative classroom culture that nurtures curiosity, critical questioning, and ethical public leadership. His objective is to prepare students to engage meaningfully with governance systems and contribute responsibly to society.
